Along with the broken of telecom companies'monopoly, the establishment of telecommunications competition, and the opening of telecom market, the market players in telecom field are increasingly diversified and the competition in telecom services market is more and more fierce. It has been difficult for enterprises to form competitive differentiation by the performance, quality and price. The capabilities of integration in marketing, terminal, business, network and resource level has become the important factor to enhance the competitiveness of enterprises, so how to further enhance the operational efficiency is the most urgent issue for telecom operators to solve. Essence of company competition is based on process, so excellent process management is the key for efficient operations. Therefore, telecom operators need a good management tool to efficiently run their processes to make it play best in the operation.This paper proposes lean process management as a means to construct excellent process management system, to achieve the dynamic monitoring and continuous process optimization, so as to help telecom operators respond more quickly to customer needs in the fierce competition and respond flexibly to market changes, thereby, competitive advantage can be built. By theoretical analysis, comparative analysis, case studies and other methods, the paper proposes a solution to implement lean process management based on the research of lean process management and eTOM module, providing a reference for telecom operators to implement lean process management.The main focus and innovation of this paper is that it proposes a systematic solution for telecom operators to implement lean process management, pointing out a phased, step by step implementation of lean process management and describing the stages and steps in detail, and then demonstrates the applicability and feasibility of the solution by case analysis. Besides, it provides four methods in the process of implementing lean process management, that is using RASCI module to build process responsibility matrix, describing process performance from time, cost, quality, quantity, efficiency and customer perception, utilizing the PPI process fingerprint to ensure the continuous optimization of process and introducing professional process management software Control ES developed by UK Nimbus to build process management platform, to realize the dynamic monitoring and continuous optimization of processes.
