Mainland China is located in seismic area. Frequent earthquakes were becoming a serious threat to the lives and property of our people. During the earthquake relief, earthquake emergency personnel should have abilities such as quick response, coordination and resolute decision-making. At present, traditional desktop maneuvers had bad performance and poor training effect, and real scene simulation had high cost and long cycles. Under these circumstances, building earthquake emergency training technology platform with virtual reality has currently become a more ideal way.The Earthquake Emergency Response Training Platform (EERTP) described in this article applies to the training and teaching field on earthquake emergency personnel. Virtual Reality technology was used in this system to construct realistic digital seismic scenarios. The trainees' business literacy and hands-on experience was strengthened and enhanced by exercising the procedures of earthquake emergency response continuously. Furthermore, the emergency management capacity of earthquake emergency response groups had been improved effectively. The EERTP was made up by four components which were "Training Environment Editor", "Director Group Client-end", "Exercise Group Client-end" and "Evaluation Group Client-end". The system was developed by VR-Platform three-dimensional interactive simulation platform.The main works were as follows.1. The author participated in the requirements elicitation and analysis phase.2. The author took part in the implementation of "Training Environment Editor" which was developed by VRP-based plug-in approach and implemented the functions of quick modeling city scene by using "Model Template Library based modeling". In addition, the author completed the main features of Earthquake Events Editor which could be used to edit the incidents items of earthquake emergency.3. The author implemented the "Director Group Client-end" independently which was developed by VRP-SDK and MFC framework and could be used to deploy trainings and control training process.The trail and official operation of system showed that the two components above were function-complete and running-well. Furthermore, the total system has high stability, low failure rate and could meet the costumers'needs. The system had received wide praise from costumers.
