As technology and society's progressing, the application of smart card is more and more extensive, and function more and more powerful, especially the society and the industries are increasingly demanding the quality of smart card. The quality of the smart card is through by card operating system. Therefore, the quality of smart card's operating system has increasingly become the focus of attention. Domestic people are doing unremitting efforts for improving software quality, and get some achievement. One of the feasible methods is by the quality evaluation to the software for promoting the quality of security and being improved. But, in the home, there are a few relative researches for the quality evaluation of smart card, and especially a few researches are on smart cards operating system of quality evaluation system study. The paper is talking about relevant knowledge of the smart card operating system quality assessment.The main objective of the article is to study the quality evaluation hierarchy of smart card COS. After introducing knowledge related to the software's quality evaluation, the paper give the identified specific quality attributes of smart card COS, which is relate to operation and production. The focus of the article is studying the evaluation methods for these quality attributes. Analysis on the performance of the system is mainly from the average response time, system throughput, and other aspects by using the queuing theory. Evaluation of the reliability of smart card COS uses two methods, one is subject to the exponential function to analysis the initial failure rate and average time of the failure interval, and these two indicators all reflect the reliability of the system. The other is to the system as a directed network which is composed by the programs and subroutines, and then the system's reliability is the reliability of the dynamic directed network. By examining the reliability of the procedures, subprograms, and the recalling relationship between of them, then we can achieve the purpose of analysis for the system's reliability. About the analysis on usability of the smart card COS, because it involves many subjective factors, therefore the fuzzy theory method is fit for it. Because of the specificity for the security of Smart Card OS, the evaluation of security for smart card COS is according to the EAL4+, which is the requirement by industry. And there are detailed evaluating criteria E AL4+, therefore, the article only for a brief introduction. Because the robustness of the smart card COS is with COS's statuses, so the paper adopt the FSM theory to study the robustness. For the scalability, testability, portability, etc., which are related to the production, the article are discussed in depth and made specific evaluation methods for these attributes. All the theories need to be practice to test their correctness, so the article finally take an example EVDO's COS, using the theories for quality evaluation of smart card COS to evaluate EVDO's COS, and proof that the quality evaluation theories of smart card COS is feasible.The thesis of the paper is from scientific practice, with academic frontiers of industry and also has strong practicability and instruction. The deeply study of quality evaluation system for the operating system for smart cards, helps of the study of the smart card operating system's evaluating the quality. And more, it can be used for reference for the other smart card's application quality evaluation. Therefore, the paper is very meaningful, the results of the study is also very valuable.
