Smart cards are portable integrated devices, that store and process data. High speed, se-curity and portability properties enable smart cards to have a widespread usage in variousfields including telecommunication, transportation and the credit card industry. With the re-lease of the Suggestion of the People’s Bank of China on Promoting Financial IC Card Appli-cation Work, the application of smart card will open up abroader space for development.This paper analyzes the research background, significance and related technologies ofsmart card operating system Firstly, outlines the basic of smart card operating system tech-nology, and discusses the operation principle of the subsystem of file management, commu-nication management, order management and security management, and focuses on two coremodules of the smart card operating system: file management and security management. Inview of the demand of the multi application extension of smart card file, the paper applies filesystem and security access mechanism joint-design and the design method of modularization,abandoning the design ideas of the memory card, designs and implements the spatial distribu-tion, physical storage structures and the file basic operation of smart card file managementsystem. In addition, in the light of smart card personalization access control requirement, thearticle designs and implement three layer security management mechanism of smart cardoperationg system.The innovation of this paper mainly includes the following two aspects. For data accessand file management of smart card operating system, the paper designs and implements amethod of power-off protection for smart card: a buffer area is established in the user dataarea, the data which will be written to flie area is firstly written to the buffer cache to guaran-tee its integrity. For security management of smart card operating system, the paper designs arealization way of the security mechanism: it uses safety state control word to control a varie-ty of security properties, implementes file access personalized of smart card operating system,and achieves safety state and security properties by bit logic, greatly simplifies the securitymechanism.The paper conducts a comprehensive test for SSCOS. SSCOS has passed PBOC2.0cer-tification of People’s Bank of China IC testing center, the commercial password secure au-thentication of State Cipher Administration Bureau, and EAL4+secure authentication of COS,showing that SSCOS has the characteristics of stable and mature, and has achieved the com-mercial application of the standard.
