Study On Ethical Issue In The Network Public Sphere

The rise of the public sphere in the network has provided an opportunity to restructure the public sphere. With the development of the network, the rapidly increasing population of the Internet users, and the form of Internet public opinion space, the public sphere in the network has started and grown. Generally speaking, the Chinese public sphere in the network is a preliminary form and not yet mature. While the network technology promoting public intercourse, reaching public opinion, achieving public interest, developing public spirit and highlighting the public nature, it also creating ethical distortions and demoralization in the network public sphere.Western scholars'public sphere theory and practice of Chinese network public sphere is the foundation for research the ethical issue in the network public sphere. The network public sphere's ethics emerged following new features and development trends:the autonomy of the moral generation, the diversification of the moral form, and the open identity of the moral spread. Currently, the ethical issue in the network public sphere, from a moral point of view, is narcissistic psychology and identity crisis. From a technical point of view, human beings are empowered by technology from machines to individuals, and the control rights of the country also gradually shift to the individuals. The "bottom-up" change the code dominion, which is the ethical problem at source. From a point of view about humanities, human's existence changes, and the expectation and action of all people was basically distorted. These problems arise partly because with the popularity of network technology, the border of public sphere and private sphere is reconstruction and wavering, which resulted in the plight of the traditional ethical norms, and highlighted the imbalance of moral order in the network public sphere. The other is in the network public sphere lack of ethical theory, the alienation of technical application, the lack of human morality and moral landslide.The ultimate manager of network public sphere is the moral value rather than the engineer's code. The basic theory of modern ethics providing the ethical perspective and construct models for network public sphere, in particular the theory of virtue ethics should be the first choice and the main theoretical models. The construction of the network public sphere ethics and morality need to follow different evaluation criteria from the social reality: unity of virtuality and reality, unity of the nationalization and international, unity of technical and humanity. We should follow the principles:the principle of do no harm, autonomy and informed consent. The construction of the moral system is a unprecedented project. It must match the characterization of the network public sphere. We should establish the ethical system from the government, the individual, and the media, which should either ensures personal liberty or guarantees orderly rational in the network public sphere.
