The Research On Emergency Management Decision Support System Of Internet Opinion Risk In China

Along with the rapid development and popularization of the Internet and the growing of the Chinese netizens population, more and more people freely talk about news of home and abroad on the internet. Then these opinions formed internet opinion. When negative internet opinion was processed improper, it will cause undesirable mood of netizens. Through the internet, the undesirable mood will quickly spread to real life which will cause local even national internet opinion risk. At present, some factors such as the ascension of our national democratic consciousness, the increasingly transparent of government management, natural disasters and the rapid spread of information, the probability of internet opinion risk which the government faced greatly increased. China government has some problems in dealing with internet opinion risk, such as lack of prewarning, passive coping and so on, which will be the big challenge of China government in dealing with the internet opinion risk. Decision Support System(DSS) can provide various schemes for decision makers and evaluate and select the correct decision from them. Accordingly, DSS will be helpful for government emergency management of the internet opinion risk.Based on analysis of the theory and current situation, Chinese emergency management DSS of internet opinion risk will be constructed. The system along with other management methods will reach scientific management of internet opinion risk. In addition to the introduction, the paper was constituted by four parts. Firstly, it introduces the related theory of the emergency management of internet opinion risk which included the related concepts and theories of internet opinion risk, emergency management and emergency management system of internet opinion risk which is application environment of emergency management DSS of internet opinion risk. The third chapter began to introduce construction gist of emergency management DSS of internet opinion risk, including present situation, existence question, necessity, feasibility, objective and principle of Chinese emergency management DSS of internet opinion risk. The fourth chapter mainly expounds the overall framework of emergency management DSS of internet opinion risk which includes the requirement analysis, general structure design, the construction of foreground application system and background management system. Combining foreign management of internet opinion management, Chapter 5 proposed attention points of DSS in the implementation.This paper puts forward emergency management of internet opinion this concept, advocate organizing the internet opinion risk management from prevention, prepare, response and recovery these four stages of emergency management. It puts forward DSS applied to emergency management of internet opinion risk.
