As the improvement of people's living standards, there is more and more demand on the taxi, taxi plays an important role in the city traffic. But with the rapid growth of the number of urban taxi, a series of deficiencies and problems comes from the shortcomings of industry management, for example, the management system is chaotic and loose, the utilization rate is low, the response is untimely, there is no rules of scheduling, resources is wasted, illegal rental cars is popular, and the limiting is very weak. Criminal tends to rob the valuable taxi as their objects, life and property security of the majority owner is threatened, and a serious incident is impact of the social.For those problems, this paper not just gives an in-depth analysis of the developing of Taxi Company monitoring and dispatching management system, but also discusses the research situation of domestic and international. We proposed a taxi management system also called TIMS (TIMS: Taxi Intelligence Management System) which is based on the integrated radio frequency identification technology, GIS technology, wireless communication and network technology. In order to regulate the taxi industry, we used the information technology to recognize the legitimacy of the taxi for improving the city taxi management concepts and at the same time, it can improve the security and have an effective security measures to establish an anti-robbery method to protect the driver's life and property security.This work focuses on the design of system software subsystem. The software subsystem is divided into Vehicle Monitoring and Dispatching System and Safety Management System according to the functional needs. This paper finished the framework design of the system function, the function design of each module, the database design and the system. On the hardware, we completed the selection of the system hardware and the design of system integration.This system used the C/S and B/S mode and used the Windows as the operating systems, MySQL5.0 as the database system, we used the DELPHI and Visual C++ as a development tool to achieve a system prototype.
