With the fast development of convergent network technology, diverstified data services and personalized services which are customization-enabled are pursued by telecom operators. It is the key issue to be considered by telecom operators that how to quickly develop and flexibly deploy new convergent network services and how to operate them reliably.Faced with convergent network services, traditional telecom service delivery platforms reveal such shortcomings as as low utilization, poor flexibility in service deployment and the API for developers is not open enough. In contrast, cloud computing, with its on-demand service model, providing the rental of low-cost resources with high-performance, high reliability, scalability, security, and other advantages has been fast developed and popularized. If cloud computing technology can be used in telecom service delivery platform, the problems can be well resolved from a technical point of view.Based on the idea of combining the advantadges of cloud computing platform and telecom service delivery platform, a convergent network service provider cloud platform is proposed, which not only has the characters of internet cloud computing platforms but also enabled for accessing multiple resources in convergent network. The functional structure and module description is presented in the thesis and a technical verification is carried out through running the typical convergent network service of clicking to dial the inter-network video call. Later in this paper, the detail design and implementation of two key modules of the cloud computing platform, the web service adaptor and the service strategy processor, is presented. The web service adaptor makes a use of ICE middleware and SOAP processing technology while the service strategy processor takes advantadge of Drools rule engine which is an opensource project. At the end of the thesis, testing result to these key modules is given. Through analyzing testing result, the whole work of this thesis is summarized and follow-up tasks are point out.
