Could computing, a product of WEB services development, is a new service-oriented computing mode based on internet. The users can submit their requests on the interface of the browsers or applications without thinking things such as how to build computing model, how to call and organize computing resources, and how to work for claiming tasks. The cloud computing can provide demand-based, multi-tenant, and virtual integrated services, etc., for the information industry. With the development of cloud computing and mobile cloud computing techniques, more and more data and application programs have been transferred into various types of cloud computing systems. Thus, it is significant to study how to manage data effectively, achieve query and dealing with the requests quickly, and decreasing the usage of CPU for query and disc read time.As an implementation technique of SOA (Service-Oriented Architecture), WebService has provided a new interoperable platform for building distributed application. It achieves the function of decomposing the business into remote standard interface and services for users’needs. The users can deal with their needs in business transformation, original resources’reuse, data sharing, and collaboration OA, and so on. Based on Google App Engine (GAE) cloud platform, with WebService technology, this paper creates a cost-saving mobile service application system, that is social service management integrated information platform, which is a needs-based and multi-user oriented system with high expansibility and reusability, and can achieve parallel computing and cluster management. It has solved the problems of high cost, limited data storage, low reusability and integration degree, difficulty in use, high cost in human maintenance, etc., existing in traditional Cooperative Office System applied by governments in urban areas.This paper mainly includes contents in the following:Firstly, it elaborates at the concepts and principles of cloud computing, mobile cloud computing, WebService, and Android. Based on a comparative analysis on the main cloud computing platforms, this paper chooses to take Google App Engine as its development platform for the application system. Secondly, after an analysis on the problems of current government office systems, this paper comes up with the design of social service management integrated information platform based on GAE cloud computing, and analyzes on the platform’s structure, requirements, and function modules. Could server based on GAE is achieved with WebService technique, and the client’ mobile application service is achieved with Android technique. Then, the system’s cloud server is provided for the government as a service for managing information, which raises the efficiency, and satisfies the users’requirement for immediate use at any given time.
