Analysis And Design Of Labor & Social Security Bureau Information Platform

Since the entry into new century, the construction of Chinese e-government has played more and more important role in promoting the reform in administrative mechanism and improving the capacity of government service, and has created certain environment and condition for the establishment of a service-typed government. At present, basic on current achievements of Chinese e-government construction, we should further deepen the development ideology of "service oriented" and start with constructing macro-environment and starting key action plans to practically improve the achievements in the construction of e-government and make new contributions to the acceleration of service-typed government construction. But, the development of Chinese e-government is seriously unbalanced. Some developed provinces, cities and municipalities, such as Beijing, Shandong and seaside areas, have completed or almost finished the primary arrangement of e-government; however, some lagging areas in economy, such as Shanxi and Gansu, are lagged behind in the process of e-government. These areas are required to speed up the basic construction of e-government and perfect the construction of vertical business system of e-government to achieve the transformation from the construction of vertical business system to the coordination of vertical and transverse business which should be attached equal importance.Now, Bureau of Labor & Social Security of ChangZhi city of Shan xi Province already has its portal site built, but it only provides information issuance and document downloading functions. Routine transactions of the Bureau are still handled by traditional approaches which have the common defects, such as personnel redundancy, low efficiency and disordered management. By the communication with leaders of the Bureau, we confirm that they need a set of internal e-government system to map major routine transactions. This system can lower down administration cost, timely and fully track the process of administrative activities, improve integral working efficiency and set up solid foundation for further development of e-government.Basic on user's demand analysis, author adopted object-oriented design and domain object driven methodology, plotted integral structure of system, constructed the models of domain objects, set up a perfect authority system and described functional structure and arrangement structure of system. The paper attaches importance to the description of functional structure, models of domain objects and authority system. After the system was built and put into practice, it has achieved good effects, effectively improved working efficiency of the Bureau, lowered down the incidence of possible faults at work and gained good feedbacks from user.
