E-government is the public services provided by the governments and institutions.In the state activities, governments apply a comprehensive application of moderninformation technology office, management and delivery of public services for thecommunity. In a word, E-government is the government exercises with Informationequipment and Information form. The government information office includes officeautomation and provides services by electronic devices. And the offical websites is itsfoundation and platform. In other words, it is the resources published and the release ofgovernment information positions, the channels delivering the users`complains, thewindow handling the public affairs, the bridge linking the two sides of trade, and theplatform of electronic public services. Also it spreads culture. Therefore, the applicationof a government portal is the core of E-government.At first, the background and development of the E-government system in JiujiangCountryside are discussed. In this thesis, the development background of the system isintroduced. The network system design, module realization are analyzed in detail withthe functions of each layer in MVC mode, the system structure and working flow ofStruts framework and struts framework is how to achieve the layers of the MVC model,the system was designed using the SQL2005database. We explore the E-governmentsystem for operating platform and related technology. It is mainly on the software,security system and website design framework. And we also convey principles of thesoftware system design through theoretical analysis. Then we take the Countrysidegovernment portal design for example, analyze demands and the scale of the systemdesign principles of the Countryside gate web site. We complete the suite of practicalsystem. Finally, we describe the E-government process of Countryside governmentsystem in detail, especial the stream of the work flow. And we give the key codes. Thesystem consists of5main modules and several sub modules. The main modules includedocument management, personal affairs, daily affairs, information, system management.The system has the characteristics of visual interface, simple operation, functional andpractical, take more stringent measures in the security, confidentiality. To provide advanced means of office information resources retrieval, access, sharing, archiving,preservation system, a comprehensive reform of the traditional concept of officemanagement. Implementation of the system will realize the basic goal of design: thepaperless office, the realization of the database information sharing, resource sharing,joint management; government affairs information sharing role in all levels ofgovernment departments, scientific decision-making, so that the leadershipdecision-making more scientific and advanced, network security, electronic governmentto implement the work in security under the network environment.
