With the accelerated pace of urbanization, the traditional meter reading charging method can not meet the needs. The traditional method, not only time-consuming, low accuracy, but also cannot networking makes information feedback is not seasonable, resulting in some of the important sector of economic indicators (such as the sales rate, etc.) can't be timely statistics and management. The low efficiency, poor social benefits, seriously hindered the industry and national public career. Especially with the improvement of people's living standard and the development of the residential property management, the demand of charge of period of time has gradually mention agenda. How to gather housing "four tables" information timely and accurately became the key of resolving the problem. According to this problem, this paper introduces a design of based on wireless network transmission housing "four table" network fee system.In order to reduce development costs, this paper introduces the design of data collection center, which is integrated into the current information management system of charging center. Data collection center can provide timely, accurate data source for charging center. Data collection center composed by collectors installed in customer's house to collect data and concentrators installed in the living community to realize the data integration and management, linking up with the charging center through GPRS wireless network.Data collection center can accurate acquisition, timely transmission, save manpower and material resources, improve the efficiency. Using real-time or timing acquisition method provide feasible basis for solving the charging of period of time.This paper focuses on the system data collection center, described the collector and concentrators two parts, and completed system analysis, design and implementation from two aspects of hardware and software.STC89C52 microcontroller of Sapphirine Technology Company was used as collector, TI company's CC1101 was used as Wireless radio frequency modules. This paper designs a data acquisition circuit and other corresponding peripheral circuitry Concentrators use the XSBase270 development board with the core processor of PXA270, wireless radio frequency modules, SD storage module and GPRS module. Design the module connected with development board interface circuit. Customize the Windows CE operating system with the development tool Platform Builder, and develop the hardware drivers and applications for this embedded operating system with Embedded Visual C++.
