Due to the promotion of ‘a home a table of’ policy, the number of smart meters is in explosive growth. The traditional manual meter reading and the IC pre-payment system can not adapt to the real-time requirements of distribution automation in electric system. So the remote power data collector based on ARM and GPRS is designed for the disadvantages of manual meter reading, and monitoring the power quality within the region.According to RS-485 bus technology, the collector uses DL/T 645-2007 protocol for downward communication protocol to complete power data acquisition, control and monitoring smart meter. The paper designs upward communication protocol for power data transmission and indirect control of smart meters between collector and data center. Collector hardware uses Samsung S3C2416 as control core. According to the modular design approach, it finishes the selection and designed of of all parts of the device, then completes programming design of software part.Within the area of responsibility, experimental result shows that the power data collector based on ARM and GPRS can complete data acquisition, control, monitoring, transmission, and other function. It also achieves the function of monitoring power quality. The collector meets the requirements and reaches the anticipated demand.
