In recent years, the management of freeway traffic is one of the main functions of Public security departments. It's important to guarantee the road traffic system running efficiently, expeditely, and safely. With the rapid development of national economy, the quantity of urban vehicles increase rapidly, which cause local jams and incidents on the highway becoming more and more serious. It has restricted the economic development of the cities. How to alleviate the above-mentioned problems is the problem Public security departments needs to solve urgently. So it shows great superiority that charging with ETC.Since RFID (radio frequency identification), an automatic identification technology, began to rise in 1990s, it has become mature gradually. The information is transmited with non-contact through space coupling using RF signal, then identify the goal through the message. The technique can indentify high moving object, multi-target and non-contact object etc. Because it has many excellent properties, such as non-contact characteristics, large storage capacity, faster recognition speed and multi-card recognition, it was considered as one of the most potential information technologies in 21 st century.In this dissertation, the present situation of tolling systems at home and abroad are analyzed. And we also introduce the composition, working principle, characteristics and application areas of the RFID system. In addition, some key technologies of RFID technology are studied. A charge with ETC model is established based on RFID.The application of RFID in charge with ETC is designed and researched systematically. The automatic charging for expressway is well solved.
