In recent years our garvenment pays more attention to the safety in coal mining industry, since coal mining accidents caused by hydrological disasters has brought serious threat to the mining workers and the nationla property. In this caondition, with the practical application of computer science, network technology and sensor technology in the management process, a hydrological monitoring system was put into use. That is proved the real-time monitoring and hydrological data broadcasting are effective to avoid coal mining accidents. At present, the technology of hydrological telemetry warning systems are relatively mature, otherwise when used in the special climatic conditions just like alpine region the systems are unreliable. Alpine region has some special climate characteristics, the winter lasts very long, the temperature is lower then any other mining fields and the land is permafrost; when the weather become warming, permafrost melts into the swamp. Take "Zalainuoer coalfield" for example, the hydrological observation hole is in the permafrost region. In winter the lowest temperature at night could be lower than minus 40℃, frost period accounts for two-thirds of one year. Working in such low temperature the hydrological system can not work effectively; when the temperature rises, large areas of permafrost changes into marshes, and the flood is up to 2.5 meters high, at this time the system is facing flood problems, staff can not get into the observation place to maintain hydrological equipment or replace batteries, this means the system's key components need to be much more reliability and durability. In such extreme weather conditions, to ensure hydrological monitoring system's collection work properly, we must improve the system reliability.In the past cupal of years the hydrological monitoring systems generally use C/ S software structure to meet the coal group's demand of query hydrological data, and the bureau leadership, technical staff can check the information through the LAN, but superior pay much more attention to hydrology monitoring work, C/S software architecture can not meet the requirements of anytime, anywhere query of hydrological information, thus this is an urgent need to use B/S software architecture in the software system. All the users can access to the Internet querying hydrological information through B/S software architecture without limit of space, time and region. Considering the aboves, both C/S and B/S software architecture are used to build the system.This article take the ZaLaiNuoEr coalfield of "ZaLaiNuoEr limited liability company" as the application case, combining the design concept of system reliability to design hydrological telemetry warning system, and use the JSP technology to realize the B/S software architecture system. The work in this thesis could be discribed as follows:1.In order to against cold and flood, taking reliability theory as the application surpport, the system's reliability design considered both the the hardware and the software. Communication equipment, power supply equipment and supporting frame of hardware parts are in consideration of reliability implimentation; in software design process the author adopt novel structure for the programming to ensure communication system's reliability.2. Based on the C/S structure, B/S structure of the system has been developped which the sharing Microsoft Access database with C/S structure. After analysing the needs of hydrologic telemetry warning system with B/S structure and using JSP in Tomcat server, an interactive system was developped with data query, browse, print, early warning function and the like. Following the graphical man-machine interface design patterns, the system uses geographic information system software of Google Maps to displays the site location and visual information on the map.
