As science grows and technology advances, especially the popularity of network and multimedia technology, human society has entered the Age of Information. The applications of computer network technologies have infused new blood into the traditional educational philosophy and as a strong stimulus to the process of Information-based education in china. Currently, internet Education has been the hot research area of our educational field. It may offer abundant and various studies resources to users according to the vision of friendly interfaces. Therefore, a perfect learning environment more autonomic and interactive has been created. Autonomic learning is the current hot topic in the field of education, which plays an important role in the process of improving and cultivating learners' study ability. This can lay foundations for lifelong learning. The so-called self-learning is through some means of mobilizing the enthusiasm of learners to rouse the initiative of learners. Well then, learners take the initiative to learn, cultivate and improve their learning abilities so that they are good at learning. For now because of the concept of distance education has not been unified definition. An internationally famous expert of distance education Dr. Drucker defined the concept of autonomic distance education as [7]. Self learning on internet requires the online learners to stir their interest, to take a correct attitude, to set clear learning goals, to choose their own learning style, to draw up a reasonable study plan, self-monitoring and self-regulation in learning process and able to self-assessment of learning results. According to results of the test, the learners are able to take remedial measures, to normalize their own way of learning, and to improve their abilities.Autonomic-based internet education has become an increasingly important way of learning. Well, the implementation of an autonomic-based internet education platform not only important in theory, but also has a strong practical value.In this thesis, through our researches about theories of self-learning, the concept, contents, character and basic theories of self-learning related were summarized. Thereby a strong series theory was applied for system developing. The Autonomic-based internet education system that provides a student-centered education environment has been found through our program developing. The platform has there logical structures the user layer, the service layer and the resource layer. The application layer mainly contains client applications from different identity of users. The logic layer is primarily used for the logical processing and tasks achievement. After a request, a user can obtain their needful information from a database controlled by this layer. The resource layer stores the learning materials. These materials which have variety forms provide a good learning environment for those self-learning students. This platform provides online tutorials and tests to facilitate communication between teachers and learners or between learners. The testing module enables learners to understand their own learning progress. They may change their learning plans immediately according to reactions from the system.Course plug-ins of this autonomic-Based Internet Education Platform is based on the transformation of the"Portal"standard framework, Tomcat5.5 and Spring. This makes all Webapp, provided by Portlet, are able to release public service API. The application is divided into three parts, Shared, Components and Webapps.This platform can generally display the teaching courses of any subject. The research and design of current autonomic-based internet education system has been enriched and provides some new design ideas and implementation methods to those who will develop another online education system.
