Having acquired and reorganized China Unicorn's CDMA, China Telecom obtained the requisite license to pursue full deployment of the new networks. It proposed an MNO (Multi Number Online) business which required immigrating users from the 133 segment to the 189 segment of its networks. As being a critical element of the CDMA kernel networks, HLR (Home Location Register) is the central database of the entire networks. It contains confidential data including users'basic information, profiles, current locations and account status etc. Research on the HLR and the design of the MNO business is significant to facilitate the user immigration from the CDMA networks.According to the requirements of the MNO business, this thesis investigates the architecture of the HLR where the MNO business addressed. It analyzes each component including SAU (Signal Transferring Unit), HDU (HLR Database Unit), SMU (Subscriber Management Unit) as well as BAM (Background Management Unit). It also illustrates the design and implementation involved in the MNO business, including high-level framework, message flow, signaling process and database.The MNO business has been performing stably and reliably since its application in the current networks.
