Future network is the co-exist of Wireless Personal Area Network(WPAN), Wireless Local Area Network(WLAN), Wireless Metropolitan Area Network(WMAN), Wireless Wide-area Network(WMAN) and Self-organize Network. These networks are designed by different standard organizations, so they are quite different in coverage, access rate, capacity, mobility, service quality and so on. They are fit for different serene and can hardly be replaced by each other, which make the heterogeneous network is the trend of future network.. Resource management is one of the key technologies and network selection is our main research direction.With the larger and larger network scale and multiple network coexistence, the QoS parameters of the service in the network vary greatly. In a dynamic network, efficient use of spectrum and network resources (to ensure QoS) is problematic. Cognitive networks are therefore needed to solve such problems. This paper proposes a cognitive network resource management scheme that includes a context information collection entity, a decision-making entity, a reconfiguration entity, and reasoning and learning entity.This paper focuses on the network selection part of the decision-making entity, and introduced concept of game theory, which is fit for characters of the research. Taking the overlap coverage into consideration, formulated a linear function of price, analyzed the utility function of network for the propose of load balance, proposed a novel admission control algorithmic based on game theory.
