With the development of wireless communication, the heterogeneous network is pro-posed based on multiple wireless communication technologies. In the face of various wireless technologies, how to improve the utilization of network resources and ensure the quality of service for subscribers becomes the focus of researchers. The network se-lection algorithm is to select the optimal network for subscribers by considering differ-ent attributes, and to meet the needs of network service providers to maximize profits at the same time.At present, researchers have made multi-level investigations, and have achieved many remarkable research results. This paper intends to use game theory to es-tablish two double-layer game models: 1.network service providers and users? 2.network service providers and wireless relays. The relationship between both sides in the network access is studied. The first model designed in this paper is the network selection model of network service provider and user.Bertrand game describes the network price competition for network service providers to attract more clients.Under the premise, the network service provider and the subscribers customize the network priority as the order of the pairing in matching game.In addition, considering the impact of network attributes on network se-lection,attributes such as different business applications and user speeds are also regarded as the decision elements when we design the utility function.Simulation results show that the double-layer model can finally achieve convergence results and maximize the benefits of each network service provider.Compared with the two methods of sequential access and random access based on user requests, the overall network priority index has increased by 31.32 % and 40.71 % respectively. When the maintenance cost changes during over-load,the overall priority index has also increased by 27.96% and 38.74% respectively. The second model designed in this paper is the network selection model of network service provider and wireless relay. The Cournot game of pursuing network resource be-tween wireless relays is used as the basis of the double-layer game model. The network service provider is regarded as the leader and the wireless relay as the follower in Starkel-berg game which is served as the main body of the model. The Starkelberg game where the network service provider is served as the leader and the wireless relay is regarded as the follower, plays a significant role of the model. The network resource demand of wire-less relay and the price set by the network service provider are defined as game decision variables. The both sides adjust their owned decision variables to optimize network utility. The simulation compares the changes in the price and the returns of the two sides under different demand functions. It shows the relationship among the demand change rate, the equilibrium speed and the final equilibrium value.Under the condition of equilibrium de-mand,the revenue of network service provider has increased by a maximum of 132.67%,while the revenue of wireless relay has increased by a maximum of 99.26%.
