Forest ownership informatization management will be the main work with the construction of national forestry informatization and forest ownership reform. The current forest ownership management system can not fully meet the new demands under the new situation of forestry informatization because of its problems in deployment, upgrading, difficult cooperation and limited by the network. Integrated Smart Client and collaboration theory, the new system can make each level user collaboratively manage the forest ownership information under the platform, which provides a means of improving management efficiency and scientific level and making the economic benefits, social benefits and ecological benefits generated from forest ownership reform.This paper investigates the current status of forest ownership information management system, studies the key technology and integrates system,starting with the needs of management, combining with collaboration theory, Smart Client, GIS and computer technology. The main contents and results of this research arc summarized as follows:(1) Clarify the connotation of collaborative forest ownership management, analyzes the collaboration of organization and business, and defines the scope of forest ownership management. Forest ownership collaborative management is an collaborative mode with multi-sectoral, vertical linkage and collaborative management under provincial, municipal and county levels based on the mechanism of separation of powers. Its goal is to improve the scientific and efficiency of forest information management, to provide a strong support for all levels of business department to make a scientific and rational planning and decision.(2) Analyzes the key problem of implementing Smart Client architecture from the following five aspects:data processing, communication, offline/online processing, system deployment and update, system security.(3) According to business needs and combined with Smart Client architecture, the overall design of the system is made, which includes system architecture, functional framework, database design, module design, system development and runtime environment design. The development tools are Microsoft Visual Studio2005 and ArcGIS Engine9.3. The client and server communicate with Web Service. The system can full the needs of forest ownership collaborative processing, query and statistic and audit.(4) With starting from the following four aspects:data processing, offline/online processing, smart deployment and automatic upgrade, management area based access control, the system key technology is designed and implied, with which the system is integrated. The data-download technology provides the basis for offline application by downloading data from server and caching to local. The data-upload technology makes the local change data synchronize with the server. The data exchange provides data basic for the offline/online application. Smart deployment and automatic upgrade make use of ClickOnce technique. A set of access control system was developed and applied in which the user accesses the system resources restricted by the management area. It can meet the needs of the secure data sharing in forest ownership management.The system integration results suggest that each level system user can collaboratively manage forest ownership according to their authority in their management area. Moreover, the system is easy deployment and smart upgrade, guarantees the right to remain seized of the forest ownership service no matter the network is offline or online.This paper implements the collaborative theory, analyzes the cooperative of forest ownership management, applies the Smart Client technology, with which the system can easily deploy and smartly upgrade. No matter the network is online or offline, the system also can continually do forest work. It provides a means of solve the problem in deployment, upgrading, difficult cooperation and limited by the network. A set of access control system was developed and applied in which the user accesses the system resources restricted by the management area. It provides the support for meeting the needs of the data sharing in forest ownership management.
