As development of new technology and business in the communications industry continuously joining, the construction of communication engineering projects becomes longer, more complicated and more uncertain. Therefore, project management in the communication projects is very essential. China's rapid development of mobile communication users has made wireless communications a massive scale and rapid growth. Each expansion has a large number of base stations and the carrier network, and builds up the new base station controller (BSC), in order to adjust and configure the network at reasonable state, so that the entire network and local network can achieve a relatively average load. Therefore, the new regional division of BSC and the cutover in the whole project play a vital role on the wireless network development.This paper attempts to apply scientific theories and methods of project management to improve the CDMA radio access network in Guangzhou BSC cutover project, in order to solve practice problems and make the project more effective and more efficient. Take some parts of the process of combining aspects of the project, this paper described and summarized the tools,methods and experience of Quality Management, Risk Management and Cost Management in the project. The accumulated experience of the implementation will elaborate on how the project management knowledge applied to the BSC cutover project. And it finally comes to a conclusion, effectively controls the management of the BSC cutover project, will improve efficiency, reduce risk and minimize cost, and successfully complete a project which has never ever carried through.The use of project management knowledge guides network expansion and cutover special work on the key steps, and gives improved experience to the processes. It is the inevitable trend of the times, and is an effective method of scientific management.
