| A high standard of computer management system is required for Olympic village. However, all of the available systems of smart card, no matter what functions and extensions they have, cannot meet the requirements of Olympic village. For this reason, it is necessary to utilize a new framework to restructure and redefine the system of smart card.Through investigation and research on the systems of smart card easily found in markets deeply, the problems and deficiency of current system are pointed out. Based on the merits and shortages of other systems of smart card running on the platforms of related banks and financial management systems, the paper combined the newest technologies and ideas of software designa, developed and planed the multilayer framework depending on Financial Service Integrator (FSI). The paper use the idea of communicative middleware issued by IBM MessageQ and financial business models for reference, leads to the birth of FSI.Under the conception of hiberarchy, the different softwares with their application intention and object is delaminated and the conception of core software platform and expansion software platform is represented in the paper.The change from the past singular electronic wallet to the current check-in-out platform has widely extended the function and application of card system. The data is distributed data storage, centralized management by integrated the different types of applications of the Olympic village with hierarchical structure.The Financial Service Integrator platform, which is represented and designed in the paper, not only integrates the cross-platform data communications, channel conformity, data cascade, routing, message format conversion, data preprocessing, with the features as the function modularization, visualization of configuration parameters, high reliability,efficience and security, but obligates the interfaces for the second development as well. In this way, the design greatly enhanced the abilities of communicate with each other regardless of different platforms, environments, data formats in any system.As hierarchy is introduced into the system, data are classified according to their importance and core data would be centralized and processed.
