For the characteristics of marine fishery and marine complex operating environment, marine fishery production is a high accident risk industry. With the development of fishery, its communication becomes more and more important. To further promote the steady development of marine fishery economy, protect the safety of marine operation and improve emergency response speed, a digital water safety communication system, with advantages of high safety and high signal rate, ready to come.In this dissertation, firstly, the research results and the latest development trends of domestic and international marine fishery communication system are analyzed. Secondly, according to the functionality and design requirements of new digital radio base station, on the basis of digital modulation and demodulation principles and theories of receivers and transmitters, system program is designed. The program adopts MSK / GMSK digital modulation and demodulation, to shorten the establishment time of communication and improve the real-time and reliability of communication, while using network technology and embedded system, to improve the feasibility and practicability of the system. This paper focuses on the components, principle and realization of receiver and transmitter, and studies system power, the final amplifier and antenna testing circuit. Finally, we complete system alignment of fishery digital radio base station. After testing, the system indicators and features meet the design requirements.
