VHF radio communication is one of the main communication methods of offshore fishing, and VHF radio is the major communication equipment used in offshore fishery communications. Most of the available fishing VHF radios are designed based on analogue technology communication system. Therefore, the radios have many deficiencies, such as poor voice quality, long call-setup time, single function, lack of available frequency band, and etc. In order to overcome these deficiencies, a new design scheme of all-digital fishery VHF radio base station is proposed in this paper. It has the advantages of versatile, easy to use, fast call-setup and good error-resilient performance compared with the existing radios.Firstly, based on< General technical specifications of Fisheries Marine VHF FM radio telephones>, the general system design scheme is presented. The scheme operates the task scheduling and human-computer interaction by using the latest embedded Linux technology, which is easy to operate and the interface is beautiful. DSP and FPGA technologies are used for cell and channel coding, which improves the error-resilient performance. GMSK modulation technology is used to improve spectrum utilization and communication quality.Secondly, parts of the hardware platform design and detailed implementation are described. In the aspect of digital hardware platform, the paper proposes the design scheme and implementation of digital-chip peripheral circuits, such as DSP, ARM and FPGA. In the aspect of RF circuits, the scheme of frequency synthesizer and modem is proposed, and the feasibility of the scheme is verified by practical test.Thirdly, the implementation scheme of software platform is presented. The solutions of the key technologies, such as ARM and DSP software development platform, guide program design and driver development are proposed.Finally, the new all-digital radio base station has been tested, and the results show the feasibility and the advantage of the scheme.
