The communication base station radio for Marine Fishery in our country currently is VHF radio. With the development of fisheries communications, digital voice and digital transmission services are increasingly in demand. As the VHF radio station using analogue communication system which has single function and poor voice quality. In order to satisfy the demand of fishery communication for digital base station radio, digital base station radio which is proposed in this paper is basically to improve the shortages of existing VHF radio.Firstly, research background is introduced, the domestic and international's researches in fishery communication system is discussed and the importance of designing a digital base station radio is analyzed in this paper. Secondly, the overall design requirements and functions of base station radio are introduced. Thirdly, the system's digital signal processing and the principles of convolution and interleaving based on FPGA are presented. The applications of a vocoder chip in system are also discussed. Fourthly, synchronizations in the system is being analyzed and simulated. Finally, the implement hardware and software has been tested, the test results show that the program is feasible.
