As the rapid development of the image compression, large-scale integrated circuits and network communication technology, the Video Monitoring System is applied more and more widely and has a tendency to be intelligent, wireless and networked.This paper designs and realizes a Video Monitoring system based on FPGA. Firstly, the paper designs a SAA7113H video capture card and debugs the PCB plate, and also designs an I2C-bus config module in FPGA to configure the ADC chip SAA7113H properly for capturing the video image. Then it introduces the video signal processing in detail,including the ITUR656 decode module, interpolation module, de-interlacing module and color space convert module. The ITUR656 video data decoded are divided into two channels. One channel is that the video data pass through the VGA port by designing the data transformed circuit in accordance with the control timing of THS8134B and are displayed in CRT through the VGA interface. So it can realize the function of local-area video monitor and also has given out the real-time result displayed in local-area. The other channel is that the video data are stored in SRAM at first. Then use JPEG compression algorithm to compress the image data and the compression results are stored in the RAM of the FPGA chip. Finally, the compressed video data are transmitted to network terminal by taking the Nios II as core in the SOPC system. So it can realize the function of network video monitor. At last, paper gives briefly introduction of the software LabVIEW and designs the displaying interface of the network receiver,and also gives out the results displayed in the network receiver.This paper tests the Video Monitoring System in the LAN, and analyzes the methods of video data compression by JPEG compression algorithm and network transmission. The results show that the system can realize the function of local-area and network video monitoring.
