Human resources management and development are problems that the businesses are facing now. The quality of our human resources still does not match with China's great powerful status.We should clearly understand that the victory of international competition is in fact the victory in human resources development and management. There is a great relationship between the country's economic development and its successful human resources development and management. Since we long for development, we must focus on human resource management first. In the time of knowledge being is the principal to create, disseminate and use knowledge and it is also the key element for the productivity. So the efficient human resource management becomes the main motivation in the development of knowledge economy. We have analyze current trends in human resource development and its development and management in details according to the RCC office processes.The development of the system uses the object-oriented idea with the analyzing and designing tools consist of Unified Modeling Language. It can analyze demand and design system which is based on business related to the human resources management. Aiming at the feature of the system and RCC, it uses B/S architecture in form, multi-level software in function, Structs +Spring framework based on MVC in technology, java as programming language and also uses XML configuration and Hibernate, and other related technology. It finally achieves staff management, attendance management, scheduling management in human resource management.The main task of Weifang City RCC human resources management system is to assist RCC to manage the human resources, classify all kinds various of documents, achieve information management about daily affairs and check-print function of common form materials. There are some differences in different management systems among different RCCs due to the huge diversities in professional division of labor which are brought by RCC itself. I am involved in the module demand analysis, research about the overall design of the system, detailed design in parcel system functions, some functions'coding when the specific system functions finished and final testing. The human resources management system of Weifang City rural credit cooperatives provides the staffs with convenient and improvement of efficiency. The system has staff management, contract management, salary management, attendance management and other functions. It provides a convenience for human resource management and leading operators as well as cost-saving in human resources management.
