In this paper, based on NiosⅡembedded soft-core processor, a Distributed Controller System network controller is designed and realized. As a CPU, NiosⅡembedded soft-core use FPGA logic resources to achieve the functions of network controller, and use minimal hardware resources to achieve a reconfigurable network controller for a construction of SOPC.Network controller of on-chip programmable system can be divided into two main parts: part one is Ethernet section and the other is Controller Link net.In the part of Ethernet controller through the transplanting LWIP and writing drivers to control RTL8019AS chips, then editing custom components providing by SOPC Builder to design the RTL8019AS functional components, achieve the sending and receiving Ethernet data.In the part of Controller Link network controller, through the use the library functions of FinsGateway which provided by the Omron Corporation, compile the FINS protocol of transmission to respond the commands, and achieve PCI bus protocol data transmission by using IP core (pci_mt32) of Altera Corporation.
