Today's growing mobile communications network covers a large number of difficult to manage network resources, while users on the network quality requirements have become more sophisticated, targeted optimization and transformation of the network, improve network quality will become an important issue. With the GIS (Geographic Information System) development, analysis and management for the network optimization provides the basis, while its spatial database technology matures, more convenient data storage and query.GIS for the carriers to provide a comprehensive map and other data analysis. Through spatial location-based analysis of the data for the mobile communication network planning and construction, mobile signal coverage analysis, management of the current user information, and even the discovery of new users with the best solution. Google Map API was developed by Google on the network map released free set of API functions. Users can extend the functionality required, more and more people choose it for the development of Web GIS.GIS-based spatial database is to support the integration of spatial data and attribute data stored in the object-relational database, is the mainstream of current research. Oracle Spatial module defines the space of vector data storage format, and on this basis provides a query and indexing mechanism. All types of geospatial data (vector, raster, grid, image, network, topology) in a single unified, open, standards-based data management environment, which reduces the management alone, the cost of separate dedicated system, complexity and overhead. In this paper, Oracle Spatial technology for spatial data communications network resource management and optimization, Java development platform, combined with the Google Map API, to achieve a simple query and statistical analysis for several communication resources.
