Performance management is an important means of civil servant management.To establish and improve the performance management system of civil servants and to innovate the ways and methods of assessment are of great significance to improve the government performance,the administrative efficiency of organs and the scientific level of civil servant management,as well as to improve the national governance system and the governance ability.P District attaches great importance to the performance management of civil servants.It has positive significance to do a good job in the management of local civil servants by carrying out the performance management centered on performance assessment,but there are still some outstanding problems.Based on the theory of government reengineering,the theory of target management and the theory of demand hierarchy,this paper studies the performance management of civil servants in P district by using the methods of literature analysis,questionnaire survey and comparative analysis.In terms of content,firstly,it introduces the background,significance,contents and methods of the research,summarizes the existing research results in this field at home and abroad,defines the core concepts and analyzes the relevant theories;secondly,it analyzes the basic situation of performance management of civil servants in P District,investigates the satisfaction of performance management of the current bank,analyzes the existing problems and analyzes the existing problems of performance management Thirdly,it analyzes the experience of civil servants’ performance management in some foreign and domestic cities,and summarizes the enlightenment for the performance management of civil servants in P district.Finally,it puts forward the targeted countermeasures for the problems existing in the performance management of civil servants in P district.The research shows that there are some problems in the performance management of civil servants in P District,such as the single subject of evaluation,the urgent need to optimize the evaluation methods and procedures,the imperfect performance evaluation index system,the imperfect communication and feedback mechanism,and the inadequate application of the evaluation results.It is suggested to improve the performance management of civil servants in P district by diversifying the assessment subjects,optimizing the assessment methods and procedures,improving the performance assessment index system,establishing a reasonable communication and feedback mechanism,strengthening the application of performance assessment results,and ensuring the implementation from the aspects of organization,policy,personnel and system.
