This article draws lessons from the government civil servant performance appraisal technology and the method,from the performance appraisal quantification index,takes the quantification appraisal method as the means,solves the current appraisal standard fuzzy,the appraisal method simple,the appraisal index generalization and so on.Through establishing and perfecting the civil servant performance appraisal system with outstanding achievements,close to the post,clear procedure and evidence of rewards and punishments,we can effectively realize the objective and fair evaluation of the civil servants and the comprehensive application of the evaluation results,so as to give play to the guidance and evaluation of the performance appraisal.Restraint and incentive function,stimulate the internal vitality of the civil service,improve execution and combat effectiveness.This will ensure the smooth entry and exit work of Guangzhou frontier inspection station.It is of great significance to carry out and ensure the career development of frontier inspection public servants.The main research object of this paper is the civil servant assessment example of Guangzhou entry and exit frontier inspection station.By adopting the questionnaire survey and interview,I get to know the present situation of the performance appraisal system.The main problems of performance appraisal system include: the purpose of performance appraisal is not clear,the evaluation method has some limitations,the setting of evaluation index is lack of scientific and pertinence.The evaluation process is lack of scientific and effective application of the results of performance appraisal and lack of effective supervision over the subject of evaluation.The causes of the problems in the performance appraisal system mainly include the influence of empiricism and the existing system barrier of border inspection.Lack of guidance on theory.On this basis,this paper tries to draw lessons from the advanced theories and methods of constructing the performance appraisal system in western and domestic countries.With the key performance appraisal index and analytical hierarchy process,this paper constructs the performance appraisal system,and puts forward some countermeasures and suggestions for the implementation of the operational performance appraisal system.From the aspects of forming scientific human resource management mechanism based on application and perfecting the application of performance appraisal technology,the paper puts forward the implementation guarantee of civil servant’s performance appraisal system at Guangzhou entry and exit frontier inspection station.In view of the problems existing in the existing performance appraisal system,after putting forward the improvement scheme,this paper carries out the evaluation of the optimized performance appraisal system by questionnaire,and the evaluation results show that the fairness of the optimized performance appraisal system is recognized.Job performance and enthusiasm have improved significantly. |
