| Junior civil servants as the main forces in the team, serve the most basic level of the masses and keep the direct and close relation with the masses. Administrative morality and responsibility of the junior civil servants influence the evaluation on the government by the masses. Therefore, strengthening the administrative morality and responsibility of the junior civil servants is an important step to improve the image of the local government and link the government with the masses.Currently, administrative morality and responsibility of junior civil servants show some positive performances, mainly in the establishment of administrative senses, in the strengthening of the administrative responsibility and in the fulfillment of the duties. However, due to the lack of personal accomplishment, moral constraints, oversight mechanisms as well as the obsolete training methods, administrative morality and responsibility are still not enough and administrative ethical conduct are not lawful to some extent.In view of this, this paper will combine the theory of ethics, political science, administrative Sciences,economics with social practice and adopt the background analysis, literature study and field study to focus on the status quo of the lack of the administrative morality and responsibility in the aspects of departmental selfishness, sense of public service, integrity awareness, and desire of instant success. And this paper will analyze and identify effective measures to enhance the administrative morality and responsibility from the aspects of individual accomplishment, moral restraint, oversight mechanisms and training methods in order to solve the problems completely. Only by this can the administrative morality of junior civil servants be improved and only by this can the responsible,service-oriented,law-based and honest local government be constructed quickly. |
