The paper is a translation project report of Development and Training for Civil Servants, which is a white paper published by the UK government in the 1990s, aiming to guide the training and development of their public servants. The author adopts the theory of function plus loyalty to guide the translation practice. In order to make up for the deficiency of skopos theory, Christiane Nord adds the principle "loyalty". It concerns the interpersonal relationship between the source-text author, the initiator, the target-text addressees and the translator. In this translation project, the source-text author is the UK government. The initiator is a Chinese researcher. The addressees are the researcher himself and some possible ones who may read his research achievement. During the practice, the author tries to mediate the relationship between these roles to make the target text coherent and faithful, and to realize its function as references. The report mainly consists of four parts:The first part introduces this translation project and analyzes the source text; The second part elaborates the process of translation; The third part illustrates the translation strategies and methods; The last part concludes with experiences and lessons learned from the translation practice.
