| In the field of public administration,civil servants have special functions and powers that the common people do not have.They use their functions and powers to perform the duties of administration.Grass-roots civil servants,as the largest group in the ranks of state civil servants,are the most direct executors of state laws,regulations,guidelines and policies,and have the closest relationship with the people,its administrative action is related to the fundamental interests of the people.With the transformation of government functions and the promotion of anti-corruption measures,the whole society pays more and more attention to the administrative behavior of grass-roots civil servants.In recent years,the central and provincial disciplinary commissions have exposed some cases of misconduct of civil servants at the grass-roots level,which directly shows that some civil servants at the grass-roots level still have misconduct problems.This has not only greatly harmed the interests of the people,but also damaged the image of the Party and the government of our country,not conducive to the establishment of a good social civilization,hindered the construction of our service-oriented government.Therefore,it is of great significance for the construction of service-oriented government in China to explore the administrative ethics construction of grass-roots civil servants in line with China’s national conditions and the background of the new era.Firstly,based on good governance theory,social learning theory and role conflict theory,this paper adopts the method of Literature Analysis,studies a large number of documents on administrative ethics,and analyzes and integrates relevant theories,establ ished the overall frame of thought of this research.Secondly,through the method of case analysis and data analysis,taking the cases of misconduct of grass-roots civil servants exposed by the Central Commission for Discipline Inspection in the past three years as the main materials for study,this paper analyzes the problem of misconduct of grass-roots civil servants,summed up the misconduct of civil servants at the grass-roots level in China is mainly manifested in illegal collection of gifts and bribes,administrative inaction slackness,administrative chaos.Based on this,this paper summarizes the characteristics of misconduct of civil servants at the grass-roots level in China,including the wide range and similar types,the wide distribution and the obvious regional disparity,the huge disparity of the amount involved in the case,the long latent period and the high concealment.The misconduct of grass-roots civil servants will not only affect their personal future and destiny,but also damage the image of the party and the government,harm the legitimate rights and interests of citizens,pollute the grass-roots political ecology and impact the construction of socialist ethics and morality.Therefore,this paper draws on the study of administrative et hics in the theory of rational choice of institutions and the theory of multiple sources,and constructs an analytical framework for the misconduct of civil servants at the grass-roots level,this paper analyzes the causes of misconduct of civil servants at the grass-roots level in China from two aspects of individual ethics and system ethics.Finally,the author uses comparative analysis to analyze the construction of administrative ethics in the United States,Singapore and Japan,from the perspective of administrative ethics,this paper puts forward that we should cultivate organizational culture,strengthen ethical education,adjust administrative mentality,standardize ethical legal system,perfect supervision mechanism and perfect incentive system to c ontrol the misconduct of civil servants at the grass-roots level. |
