Research On The Ethical Dilemma Of Administrative Responsibility

Administrative responsibility is the core concept of administrative ethics,which includes both institutional and ethical dimensions.Traditional public administration mainly emphasizes being responsible for systemic objective responsibility,and the attention to ethical responsibility is relatively weak.With the development of public administration,the flaws of instrumental rationality led by scientific,technical and legalization have shown.The administrative development paradigm has changed from ruling administration,management administration to service administration,and the ethical research of administrative responsibility has become the focus of research.At the same time,the ethical problems such as the conflict between publicity and the privateness of administrative subjects,the conflict between subjective and objective responsibility,the conflict between instrumental and value rationality led us to study the ethical dilemma of administrative responsibility.This thesis discusses the connotation,essence,manifestation,root and outlet of the ethical dilemma of administrative responsibility from the administrative ethics level.In terms of content,the writing characteristics of the thesis include the following aspects:First,Interpreting the concept of administrative organizations and their administrative personnel to perform corresponding obligations and bear corresponding consequences based on their professional and role identities.Administrative responsibility includes not only the due diligence level,but also the actual accountability level.Starting from this concept and taking responsibility ethics as the basic theoretical framework,the dilemma of administrative organization’s responsibility attribution,the accountability dilemma of the administrative responsibility system,and the special ethical dilemma of administrative responsibility in my country.It reveals that the essence of the ethical dilemma of administrative responsibility is the value conflict in administrative life,that is,the conflict between the self-serving nature of the administrative subject and the public nature of administrative responsibility.Second,starting from the essence and manifestation of the ethical dilemma of administrative responsibility,tracing back to the root of the ethical dilemma of administrative responsibility,it mainly analyzes the subjective moral risk of administrative personnel brought by the self-interest of administrative personal,the problem of ethical alienation of administrative organizations and the limitation of administrative responsibility institution.Third,based on the analysis above,put forward a feasible way out of the ethical dilemma of administrative responsibility.Firstly,we must reshape the public value of administrative responsibility.Secondly,reaching a consensus on responsibility based on democratic consultation.Finally,prudently ethical compromise.On this basis,it analyzes the way out of the administrative responsibility ethical dilemma from the three levels of the individual responsibility of the administrative personnel,the responsible administrative organization,and the administrative responsibility system ethics.By emphasizing the sense of responsibility of administrators “for him”,find a direction for administrators to get out of self-interested dilemma,and interpret the individual responsibility path of the administrative staff from the perspective of responsibility ability and responsibility practice.The administrative organization level proposes to integrate the internal and external control factors of the organization,and ensure the ethical autonomy of the administrative personnel in the organization through the organization system.The ethical level of the administrative responsibility system is mainly to ensure the ethical design of the system and the ethical operation of the system.These paths are of great significance for dispelling the administrative subject’s self-interest,constructing public administrative responsibility,and promoting the moral practice of administrative responsibility.The study of administrative responsibility ethics dilemma comprehensively uses the method of literature,case analysis method,interdisciplinary research method,empirical description and theoretical analysis to reveal the essence of administrative responsibility ethics dilemma from the perspective of administrative ethics,broaden the perspective of administrative responsibility research,and overcome previous studies problem of unilaterally emphasizing the issue of responsibility for systemic objective responsibility,and be devoted to the theoretical and practical problems of the ethical dilemma of administrative responsibility.Starting from the dynamic development of administrative responsibility,in the interactive relationship between grasping the ethical dilemma of administrative responsibility in the interactive relationship between administrative personnel,administrative organizations,and administrative responsibility systems,and try to avoid the limitations of administrative personnel,administrative organizations,and administrative responsibility systems that are isolated from the static analysis in existing research.Attempting to conduct theoretical analysis from the perspective of administrative ethics,and explain the ethical dilemma of administrative responsibility from the overall and macroscopic,and then propose useful explorations for getting out of the ethical dilemma of administrative responsibility.
