The study of criteria of Information Literacy qualification has drawn the attention of the academic field ever since 1974when Paul Zurkowske put forward it to the world. As the 21 century has been one of information, the demand of Information Literacy to mankind, especially to the intellectuals as a personal diathesis, becomes higher and higher.This paper is focusing on the study of the Information Literacy qualification with mainly 3 parts:Frist, a review has been made on the achievement and history of the development of the concept of the Information Literacy and its criteria of qualification with an special example of " The Criteria of Information Literacy Qualification" by ACRL as it has been the most systematic, scientific, complete one in the world(It is not only one officially approved by the government of USA, but the one that has been widely used for reference by many other countries).Then an analysis the developing process of Information Literacy qualification, showing there is no criteria of it as our study in such field is only at the outset.The most important part is used to make a full theoretic study on the criteria of Information Literacy qualification. According to the layers of Chinese population and the aims and ability of information in use, compared with the frame-saw and content of the USA. The criteria of Information Literacy Qualification, the author put forward the suggestion of classification in making such a criteria with 4 different levels: the essential one, investigation one,or educational one; the four of which have different demand on Information Literacy, yet with a proper connection with each other. And on such a basis, a frame work has been done and a Web site has been set up.
