With the rapid development of information technology,a new wave of information technology innovation represented by big data,cloud computing,and artificial intelligence is sweeping the world,and technological innovation is vigorously promoting the transformation of human society from an industrial society to an information society.Information literacy,as the basic literacy of citizens in the information society,is one of the core literacy that primary and secondary school students must have to meet the requirements of life,learning and work in an information environment.At present,our country elementary and middle school students information literacy evaluation is still in its infancy,for mass measurement system is not unified,the framework of evaluation information literacy evaluation method still is relatively single,assessment tools mainly focused on the design of the questionnaire investigation,subjective scale assessment,although there are some scholars attempt to the design of the standardized question,but the design of the information literacy question how to select the topic,fills up the topic,mainly use "questions-answers" evaluation paradigm,to the student ability to solve real problems in information technology environment and the thought is not enough,difficult to comprehensive measure the actual information literacy level of the primary and middle school students.The international information literacy assessment practice for primary and secondary school students has been carried out earlier,and several representative large-scale information literacy assessment projects for primary and secondary school students have been formed.Therefore,how to learn from the advanced experience of foreign countries,the development of situational test questions and other types of test questions is less,unable to comprehensively investigate the information literacy ability of students.How to design a high-quality assessment tool suitable for Chinese primary and secondary school students'information literacy,and how to measure the level of students' information literacy scientifically,accurately and comprehensively is an urgent problem to be solved.The article takes makes a systematic comparative analysis on the assessment tool design of international large-scale primary and secondary school students' information literacy assessment project through literature research method,case analysis method,comparative analysis method and statistical analysis method.The article makes a comparative analysis of the assessment tools of information literacy assessment project of international large-scale primary and secondary school students and summarizes their advanced experience and typical characteristics.By comparing and analyzing the design basis of assessment tools--assessment framework,the core carrier of assessment tools--assessment questions and the application and optimization of assessment tools,the successful experience and implementation path of carrying out large-scale assessment of information literacy in primary and secondary schools are obtained.It is found that the successful experience and advanced methods in carrying out large-scale assessment of primary and secondary school students in the world are embodied in the following aspects:in the evaluation framework,not only the investigation of the application ability of information technology,but also the measurement of computational thinking,information awareness and attitude.In addition,the content of the evaluation framework keeps pace with The Times and focuses on dynamic update and improvement of indicators.In the aspect of the design of the evaluation test questions,it not only pays attention to the comprehensive use of multiple-choice questions,short answer questions,task questions and other kinds of questions to examine students' information literacy,but also pays attention to the design and evaluation of the content of the test questions in real problem situations such as scientific situation,life situation,career situation.In addition,in the aspect of scoring standards,the organic combination of quantitative scoring and qualitative scoring is considered.In the aspect of the application and optimization of evaluation tools,it pays more attention to the pre-testing of evaluation tools,the quality analysis of evaluation tools,the evaluation results of students' information literacy assessment and the release of evaluation results report to multiple users.Based on the current situation of information literacy evaluation of primary and middle school students in China,this paper puts forward some Suggestions on the research and design of information literacy evaluation tools for primary and middle school students in China.First,to strengthen the top-level design of the information literacy evaluation project and establish a top-down evaluation organization system;the second is to build an information literacy evaluation system with characteristics of the times,focusing on the cultivation of information awareness and computational thinking;the third is to design multiple types The information literacy evaluation test questions,strengthen the development of thematic tasks based on the real situation;the fourth is to apply a variety of information literacy scoring standards,focusing on the combination of student information literacy evaluation quality and quantity;the last is to build a perfect evaluation practice process and path Quality analysis and scientific verification of evaluation tools.Finally,the paper summarizes the research on information literacy assessment tools and makes a future prospect.
