With the development of network communication technology and Internet, the concept of OA, or office automation is widely accepted. Modern OA means a comprehensive processing system consisted of such technologies and sciences as computer technology, communication technology, system science, behavior science, decision science, etc., which are connected via Internet. Modern OA integrates various functions, language, graphics, data, word processing together, provides efficiency and fast information flow.The article is to provide the concept of modern OA and introduce the new technologies involved. Then, the research intends to include in a study concerning operational discrepancy and existing problems of various OA systems within different lines and institutions particularly in colleges and universities; in response to the comparative results of popular developmental tools and systematic structures a complete set of OA projecting plans is made; in view of both the administrative needs and the needs for exterior contact in Sichuan Water Conservancy College, an OA system based on .NET in Sichuan Water Conservancy College is to be developed using ASP.NET developmental technology in Browser and Server mode. Finally, the paper summarizes the present work and look into the future of office automation system.The system itself is an OAS of integrity based on .NET, it is the coreembedded into the OA system with 5 functional modules installed. The system is of great theoretical and practical implications. Such a system will satisfy the routine needs of handling daily procedures and rituals with greater efficiency for university senior executives, effectively facilitate all kinds of jobs for university heads and chiefs of every department and division and promise between offices a real coordinated work flow. The OA system will make available swift work efficiency and an ultimate paperless-office process is thus carried forward in colleges and universities.The efficient work of an OA system requires not only advanced technology and economic support, but also information management talents and relevant support of leaders from various classes.
