Documents management is a task-based OA system. Some documents processing systems in use employ rigid, unchangeable and inflexible work flows; others, based on Domino/Lotus Notes, are characterized by low running efficiency and poor performance on data structuralizing, computing and statistic analyzing. All of them lack commonality and universality. Therefore, it's necessary to customize the work flow and develop an OA system to meet the needs of different governmental configuration.The start point of documents processing work flow reconstruction is customer priority, streamlined work flow, cost-saving and efficiency. Against the specific situation in a city, with local trials and then overall operation, the whole electronic documents processing system adopts the structure of combining the inner net, outer net and party and politics exclusive net. The inner net, a task-based OA system, including documents processing, takes C/S structure, since the government sections are decentralized, a VPN structure is adopted to realize multipoint connection, and the outer net, focusing on information publication and telecommunication, adopts the B/S structure.The documents processing module is targeted at the work flow automation of documental drafting, modifying, checking, signing, encoding, stamping, formatting and archiving. In order to unify the system structure, the whole work flow iscustomized for the convenience of transplantation from C/S structure to B/S structure and the reuse of work flow managing codes.This article describes the documents processing work flow in Petri network, raises the UML model and the corresponding software system structure, expounds the design of documents processing subsystem based on a self-defined work flow, describes the major and key technical details of implementation in PowerBuilder + SQL server RAD environment, including work flow design, authorization configuration, various attachments management, large text processing, maintenance-free clients, documents makeup in PowerBuilder DataWindow and MS Word. The article also introduces the system distribution and VPN multipoint connection.
