It's becoming the main flush of computer application system.Microsoft ASP.NET is a set of technologies in the Microsoft .NET Framework for building Web applications and XML Web services.ASP.NET pages use a compiled, event-driven programming model that improves performance and enables the separation of application logic and user interface. Using ASP.NET can easily develop B/S application base on tree tier frameworks.Software engineering methods afford a religious approach to dispatch role and responsibility in developing group. The purpose of Software engineering method is to ensure a high quality software production in scheduled time and budget.This paper describes the OA technology background. Requirement analysis is combined with the business of the court. Advanced B/S development pattern and popular three-tier frame adopted. The OA system adaptive to the court is designed. The whole process of design and development of network OA system is introduced. The principle of software engineering is followed by system analysis and design. First, the feasibility of the OA system based on ASP.NET is demonstrated. And theuser requirement is analyzed detailed.
