The vessel position information is the basic data for modern vessel management. The traditional vessel position information, such as GPS data, is transmitted from the vessel following the prearranged schedule. But the shore site can only receive the information passively. Modern logistics development and the need for dynamic management to vessel put forward the new requirement for dynamic vessel position monitoring technology, especially after the implement of ISPS regulation for international vessel and port facility safety management.Inmarsat technology comes from the development requirement of maritime transportation, which has provided services to maritime vessel transportation for more than 20 years. The Mini-C technology, which evolved from Inmarsat-C, is the ideal technical platform for acquiring and monitoring vessel position dynamically.The Vessel Position Surveillance (VPS), which is designed and developed based on the Mini-C technology, integrated the current Internet application technology, the latest GIS technology, SQL database technology and date share technology. It makes the shore site could acquire the vessel position information positively and automatically, which is more free, convenient with low cost.This paper is based on the investigation and design of the VPS. The hardware part mainly consist of communication, MIS, GIS and network communication sub-systems, which integrates the dedicated vessel monitoring electric chart with the MapObjects and GIS technology, combines the access methods of traditional Internet access technology ASDL and mobile Internet technology GPRS. It achieves communication through the new Inmarsat-C system of Beijing Land Earth Station, MOC, and the TT-3026M acts as the testing terminal on vessel, which is the new Mini-C produced by Thrane & Thrane, Demark.The module designs of software part mainly contain GIS, communication and management sub-system.The trial system was set up with the help of the Fishing Administration Bureau of South Sea, MOA. It tested the system's functionality and stabilization during the 3 weeks testing period. The result validates the expecting function and specification target. The trial system operated stable and credible.The research and implement of the VPS system provides a reference model and basic technical platform for the programming and constructing of Vessel Safety Alert System SSAS, and modern vessel dynamic management.
