This design proposed based on GPS, GIS, Inmarsat-D+fishing positioning and monitoring alarm command system, the system using advanced GPS technology, satellite communication technology, GIS technology and computer management technology to establish vessel dynamic management system to achieve all-weather, large-scale, multi-ship real-time kinematic positioning, scheduling, monitoring, improvement of fishing operation and management, and enhance emergency response capabilities, improve the run rate of fishing and navigation safety.The main research achievements include the following three:1. In full of Inmarsat-D+data module satellite communication systems operating principle and design method, GIS, MIS, database management systems and Internet technology combined to achieve a worldwide fishing remote real-time monitoring, automatic alarm, the query records and other functions, the implementation of fisheries management for the fishery production safety supervision, regulation and management provides an intuitive, efficient and accurate means of modern technology;2. Self-developed navigation and control ship terminals, real-time display vessel position, heading and other information, automatically receive GPS positioning signals to detect the state of fishing vessels and fishing location information and status data to the vessel monitoring command center, while receiving manage the control of the vessel monitoring data or scheduling information, and to achieve the control of fishing vessels, with an alarm function keys;3. In the form of a fishery management intuitive back-end command and dispatch management system.Based on GPS, GIS, Inmarsat-D+fishing positioning and monitoring alarm command system and a simple, no need to apply for special frequency, without building any base station, positioning and monitoring system can monitor the installation of ship-borne unit of mobile ship, means of communication to achieve as the purchase and as convenient to use a mobile phone. Inmarsat satellite communications using the public network, the system covers wide (global roaming), the investment is small (no additional investment in construction and maintenance of telecommunications base station), low operating cost, large capacity.
