Contemplation And Foresight: A Perspective Of The News Briefing And Spokesperson System Of The Government

Since the reform and opening up to the outside world 26 years ago, especially the breakout of the epidemic SARS (severe acute respiratory syndrome) in 2003, news briefing and spokesman system of Chinese government has achieved astonishing developments.As an integral part in the socialist news system with Chinese socialist character, news briefing and spokesman system has been introduced, improved and has played an important role in social life such as disseminating messages, guiding public opinions and expanding propaganda.On the one hand, Chinese Communist Party, the government and people have a deep understanding of some basic questions on news briefing and spokesman system about its source, connotation, character,, significance and some others, which create a good cognitive circumstance for further improvement and standardization of news briefing and spokesman system. On the other hand, through intensive study and training, spokespersons have strengthened their awareness of their role, function and responsibilities, or have initially mastered the skills in hosting news briefing and press conference. This awareness has also provided high possibility for further development of news briefing and spokesman system.While, how shall we understand and look on the government news briefing and spokesperson system after we faced the reality that went so quickly in the new millennium. Would it be necessary to establish and extend this system in Chinanow? What is the socialist news briefing mechanism with Chinese characteristics?How it can be divided? What're the basic skills of government spokespersons?Why should we need to improve the system of supervision and accountability for government news briefing and spokesperson system?How to make it?To solve these questions, this paper tries to theoretically expound the significance, essence and function of government news briefing and spokesperson system, the qualities of spokesperson, supervision and accountability for the system and some other theoretical categories, to draw an outline of status quo of China's government news briefing and spokesperson system in practice and development. And then the author systematically analyzes the spokespersons' qualities in politics, moral, information, propaganda and so on.Part 5: It emphasizes status quo and encountered problems in establishment ofnews briefing and spokesman system of government by consulting institutional economics, theory of policy analysis and some other theories. Starting with improving supervision and accountability for government news briefing and spokesperson system the author gives some practical measures and suggestions in hope of pushing forward the development of the government news briefing and spokesperson system in new era.Final part: Pointing out the deficiency of this paper and relevant questions in need of further researches.
