With the further development of spokesman system in all levels of organizations in our country, the spokesman system in local governments is eager for related theories and guidance. However, the majority of the theoretical research in this field still lingers on the study of center-government-level practical discussion and shows an obvious lack of systematic professional research while the research on the sample case of a specific city is even rare. Therefore, it's not only necessary but also urgent to study the local government spokesman system and build a local government news briefing system with Chinese characteristic.In this thesis, Hangzhou was chosen to be a sample to analyze the current situation and problems of the spokesman system in local government. Issues like public crisis management and city image management are introduced and discussed in this thesis. This thesis builds up a sample study pattern of routine and special news briefing systems; draws a conclusion of the lessons and experience of local government spokesman system so as to assist government to prevent and resolve public crises, build up and improve citizen-government conversation and achieve the understanding and support from citizens.
