In recent years, the Geographic Information System (GIS) has become more mature than ever. To seek for an intuitionistic and efficient way to demonstrate the spatial data is always the pop topic of this field. Virtual Reality (VR), which is a rising technology with brightly new characteristics such as Immersion, Interaction, Imagination is perfectly suitable for the representation of complicate and abstract GIS data. The combination of these two technologies has broad and promising application perspectives.How to integrate Virtual Reality and Geographic Information System has been studied thoroughly in this paper. The limitation during the design and development of some virtual scenes on Internet nowadays has been analyzed. And a new scheme named Mini VR-GIS, which is based on GIS to design virtual scene, has been proposed and implemented.
