At present, Chinese government system owns many office information system data, such as government affairs, personnel, economy, news and so on. Among these information, 80% percent is related to Spatial Positioning Information. Thus it objectively requires an environment that combines OA with GIS. With the progressive application of GIS in the government, it forms Government GIS (GGIS), which have spread from State Council, province office to county and city office. GGIS becomes an indispensability tool and method of the government leaders' macroscopical decision-making. Many departments in China are now attempting to use Basic Geographic Data and technology of GIS on the comprehensive professional management and spatial auxiliary policy decision of the government summit department. The thesis derives from practical applied project: Beijing Shi Jingshan Administration and service system, studies the application of Government GIS Theme System in e-government affair, date manage, date organize format database design and so on, building up Browse/System structure Theme Application System with Oracl9i Databases manage server, and MapInfo supply MapXtreme3.0 for Windows NT support platform. It provides multilayer, full azimuth browsing of e-map and query and searches attribute of city establishment. This system can also offer assistant support to Shi Jingshan'Municipal Administration through the analysis and control of city facilities resources. This thesis systemic analyzes and studies designing and exploitation of the Theme Application System supporting government GIS. As follows: 1. This thesis lucubrates the actualities of GGIS and probes into the feasibility of GGIS under the support of Theme Appliance System with oneself traits. 2. We studies software engineering mode of Theme Appliance System and brings forward detailed project base on the traits of GGIS and design the structure of Theme Appliance System for practice requirement. These structures include software function mode structure, data flow, data structure and so on. These structures are the foundation of one project, and it may put project in good order. 3. Studied the theory and method of GIS's second development—including GIS data structure, data storage and mint, databank theory, spatial analysis and so on.
