The paper designs and realizes a system named Property ManagementInformation System based on GIS(PMIS). This system integrates MIS andGIS, finally realizes the function that manage the graphic and data in onesystem Geographical Information System is a computer system thatintegrated spatial data and attribute data. There are many objects in our reallife and work such as roads, buildings, green space system etc all havegeographical or spatial location attribute. How to manage these things?Database system can't display spatial relations between them intuitively. Thegraphic software like CAD (computer aided design) can't display theattributes sufficiently such as building area, built year, structure, housequality etc. So this system use GIS technology, combine GIS and MIS. Muchof the power of GIS lies in managing vector graphic, such as displayinggraphic data, requiring, editing, spatial analysis, etc. Otherwise, GIS givedecisions-support for management and planning, While MIS is the puremanagement information system, and in this system, MIS do the jobs likehouse-safe exam, facilities management, maintain-funds management, etc.The system, which combines GIS and MIS, will conquer the localization ofthe MIS, resolve the questions that the MIS can't resolve, for example, spatialinformation statistic and computing, spatial analysis, improve the intuitiveand the operable of the system, finally realize such goal that manage thegraphic and data in one system.Designing and accessing the data is the key and the difficulty of thissystem. Data is the core of the property management information system.Generally speaking, the workload and outlay that devoted during thedatabase designing and building is about 70% of the whole system. Thequality of the database designing will determine so many aspects as thequality of the system, the database maintenance, as also the system upgrading.So it is the key factor that impacts the performance of the system. Fourphases during the database designing: data requirement analysis phase, dataconception model designing phase, data physical model designing phase. Ituses 3 layers C/S architecture model, build spatial database and attributedatabase in SQL server. Communication between data layer and logic layer isrealized by database access interface (DAI). The DAI uses DB-Library for Cto realize, then compile into a DLL. The global variant such as server name,instance name, user name, password, DLL storing path, etc that is managedby Register table. OOA&D technology has already been the main idea of the softwaredesigning and developing from 1980's. All kinds of OOA&D methods areunited by UML (United Modeling Language), and now software developmentmethods and modeling environment based on UML have been widely usedduring many kinds of software development. During the softwaredevelopment life cycle, we are guided by RUP (Rational United Process), useOOA&D and UML method and then build business model, use case model,design model, implementation model. There are many methods to develop GIS software. We use componentGIS development tool –Super Map Objects that is developed by Bei JingSuper Map Geographic Information Technology LTD. This paper has 7 chapters. Chapter 1 Introduction. This chapter narrates the background of theProperty Management Information System and theory of GIS. Chapter 2 The 2nd development of GIS. This chapter mainly introduces afew methods used in GIS software development and compares the advantagesand disadvantages of these methods. Chapter 3 Summarization of PMIS. This chapter summarizes the PMIS,narrates GIS subsystem, MIS subsystem, system management subsystem thatimplemented by the author. Chapter 4 Development of PMIS.
