As an educational idea, Quality Education has the obvious value tendency as well. It stands for the direction of the educational reform. Because the evaluation is a process of the value determination, the up-to-date quality educational should define the scientific evaluating criteria and contend frame, form an integrated and scientific evaluating system and means, according to the target and criterion of Quality Education. University student's overall qualities appraisal is the important part of Management to university students. The traditional Describing method of quality-oriented appraisal is often qualitative analysis or the quantitative appraisal in single factor and is often subjective one-sidedness, inaccurate and not overall enough. The traditional method can't meet the need of modern management. How to appraise practically and scientifically and how to realize the modernization of its means step by step, it has become a theory and practical problem to be Explorer and solve in university student's management at present. Aiming at existing deficiency of solution and based on the " research and development on student intelligence evaluation system " for background, the intelligence appraisal system was researched and developed. In this system, I established the system of rational evaluation index, and according to the evaluation index system and basic theories of fuzzy appraisal I set up intelligence and appraise models and knowledge base, the research contents of the dissertation include: 1) " Research and development on student quality intelligence evaluation system research and development" according to our university and other university student overall qualities evaluation index system of university in Chongqing , scientifically gathering and inputting the university student's real performance through many channels: moral, intelligent physical and aesthetic of various field. Realized the function of inquiry, statistics, analysis and comprehensive assessment of student's educational management, etc., totally include student's educational management, and can also remind the part deficient on overall qualities and ability and direction hard for students. 2) According to the demand and characteristic of students training goal, analyze conscientiously the basic quality structure that all kinds of university students should possess , collect out the main respect of them, set up more overall and more objective evaluation index collection separately. Secondly, utilize Delphi (Delphi) to carry on the scientific classification to every index, and set up a stratum structure once, meanwhile confirm every intension of appraising the factor and appraisal classification standard at the same time. Finally, calculate out the relative weight of each factor by using Delphi on the basis of fully soliciting the suggestions of various fields. And according to above-mentioned evaluation indexes, combine the basic theories of fuzzy evaluation, structure intelligence and appraise models. 3) On the basis of designing the function module of " student's quality intelligence comprehensive appraisal system " in detail, The whole system adopted B/S and C/S system constructor, .NET platform of Microsoft, develops languages as C#, Oracle large-scale database.
