With the development of the technology of integrate circuit, especially after the start of the "Golden Card Project", the smart card, called IC card too, was applied in more and more fields, such as finance, telecom, transportation, etc. In these applications IC card acts as an identification card which is used to prove the identity of the card holder, or be used as a credit/debit bank card which allows off-line transactions. All of these applications require sensitive data to be stored in the card. To get illegal benefit, the crimes of attacking the IC card appear. Therefore, how to apply the IC card safely is becoming more and more importance.This paper is based on the system of the Expressway Toll Collection (ETC). Firstly, the physical structure of a smart card, and how it protects the data through its own security mechanism were studied. Secondly, the encryption algorithms which were applied in the IC card were researched. One is the DES (Data Encryption Standard), the other is Elliptic Curve Cryptography (ECC), which was introduced to apply in the IC card for the sake of digital signature and verify. At last, a full project for the highway toll collection system based on the use of IC cad was settled, in which, the dynamic change of the user card key and the update of the primary system key were realized. This project will enhance the security of the ETC greatly.
