With the rapid development of economy and the increasing traffic demand of the society, expressway plays an important role in various transportation modes. Most expressways in China were built and running under the way of "loans to build, tolls to pay back". Expressway Networking Tolling System which can improve the level of expressway service and management effectively has become the leading mode of tolling. The management of the IC card which is the carrier of vehicles'information in road-net is a key task in the operation of expressway networking tolling. It is becoming a research hotspot nowadays to research and design an efficient and dependable IC-card management system.The purpose of this paper is to work out an IC-card management system for expressway networking tolling based on the present status at home and abroad combined with today's modern technology.Firstly, the status and development of toll collection and payment media at home and abroad are introduced in this paper and a systematical analysis is presented of the IC-card management system. Secondly, compared with the main existing software design methods, a Petri-Net model of IC-card management sub-system is put forward and realized. At last, the key management of IC-card issuance and the process control of IC-card issuance sub-system are analyzed thoroughly.
